Strategic feedback among AI developers, firms, or states when each actor's choices depend on rivals' progress and the value of being early or ahead, creating competitive pressure that can favor faster capability development or deployment, reduced safety effort, and reluctance to restrain unilaterally. The same dynamics can also create incentives for coordination or regulation.
