# power concentration

A condition in which authority, control over important resources, or decision-making capacity is held by a relatively small number of actors or institutions, increasing their ability to shape outcomes and potentially reducing independent checks, alternatives, or participation. In AI governance, power concentration can arise through control of compute and infrastructure or through governance arrangements that centralize regulatory, allocative, or enforcement authority.
